Save Runtime As lets you save an *.rtv file for the first time or using a name different from the current filename.
Runtime is a separate WinCross module that is installed as part of the standard WinCross installation. It creates a version of WinCross you can send to a client, keyed to work only with the files (*.rtv) you provide.
